To be born again is an initial one time experience of cleansing, provided for believers through the shedding of the blood of Jesus Christ on the cross.
It is a gift of our Heavenly Father and takes place through the creative act of the Holy Spirit. The condition for being "born again" is to truly believe that Christ was crucified and raised again to cover all of your sins and reconcile you to God. Consequently, those who accept Christ as their Savior are asked to confess out of their mouth, what they believe in their heart, and they shall be saved.
When one makes a confession, they are declaring openly by way of speaking out freely. Confession is made because one believes in their heart and have a heart felt conviction of facts about Christ being crucified in their stead.
This is no small matter because what you truly believe, determines the path you choose to follow. Through the new birth believers become a member of God's Holy Family and a partaker of the divine nature, the life of Christ Himself. As a dependent and a child of God's, you will learn quickly that you can not live a holy life without help; and you do not have to. The Holy Spirit is present to lead you down the path of right-living. Realizing God's power and will to deliver from the bondage of sin
Spiritual and eternal deliverance granted immediately by God to those who believe on the Lord Jesus the Christ
Material and temporal deliverance granted from danger, sickness, and suffering.
The future deliverance of believers at the second coming of Christ for His saints. Delivered from the wrath to be executed upon the ungodly at the close of this age.

Being filled with the Holy Spirit is no more mystical than being born again! Both are a gift from God and both are received by faith in Christ Jesus. The 120 that experienced the filling of the Holy Spirit on the day of Pentecost (Act 2:1) were waiting in faith on the promise of the Father (Luke :24-49). The Holy Spirit was and is that promise.
